Traffic Management, Inc. (TMI) - Caltrans Officially Recognizes TMI as Certified Flagger Training Providers.
TMI’s Comprehensive Flagger Training Program Has Secured This Three Year Distinction.
[California] – Caltrans recently approved Traffic Management, Inc. (TMI)’s Flagger Training program as an authorized certified flagger training provider – one of only a few Traffic Control companies in California to achieve this distinction.
To achieve such accolades, TMI’s Safety and Learning & Development departments worked collaboratively to prove that all TMI Flaggers are trained to the Caltrans requirements. This included restructuring Traffic Controller New Hire classes, gaining approval for the instructors of the class across the state and ensuring the Flaggers could pass a Caltrans specific examination.
“It was a lot of work spread out over months, as we adjusted our curriculum to flow from topic to topic.” said Frank Perez, Director of Learning & Development, “The challenge was not necessarily the training program we were using prior, which was top-notch; but rather mapping our program to specific Caltrans requirements, while not impacting the other states in which we operate.”
Caltrans manages more than 50,000 miles of California's highway and freeway lanes. Starting January 2021, Caltrans has set a requirement that only Caltrans Certified Flaggers may work on their roadways to ensure consistency and promote safety. Caltrans is also implementing a Traffic Control Technician (TCT) requirement this year.
“That’s next on our list,” Perez said. “Fortunately, TMI’s Director of Internal Processes, Craig Rhodes, and a couple of others on our team are ATSSA certified instructors.”
The authorized certified flagger training provider designation is for three years, starting in January 2021.

Traffic Management Inc. (TMI) is a privately-owned minority business-based company in Southern California, co-founded by brothers Chris and Jonathan Spano. TMI is a company whose complete knowledge of traffic control management is integral to the daily flow of the lives of commuters. Its engineers design the traffic plans that result in lane closures due to road repairs, large events and essential infrastructure projects.
TMI started with very humble beginnings in 1995 when the brothers were just teenagers in their great grandmother’s garage with only a handful of employees. Today over 25 years later, TMI now employs over 2,000 and is one of the largest organically grown traffic management companies in the United States.
